The Norwell Historical Commission ALWAYS hires a historical architect to do
an analysis of the house if the NHC has found the house to be historically
significant and the homeowner/developer still wants to continue with the
demolition process.  

 

The owner seems to always bring in a report of some sort from a builder who
gives astronomical numbers for restoration.  Our report rebuts this by
pointing out the wonderful historic elements of the house that should be
saved and by giving more reasonable numbers for restoration.  It's much
easier to rebut one report with another in-hand.  Less confrontational too.
In fact, we are considering adding an extra fee to our Demo Delay
application to cover the cost of this report.

Weston does not consider cost of renovation. Were we to do so, nothing would
ever be saved because building new is often less expensive than
restoration... And most every developer considers restoration costs
burdensome.

Thank you for your response.  The house has already been deemed historically
significant.  It also has significant structural issues.  It has been looked
at by two members of the HC, the building inspector and a preservation
consultant who determined the cost of restoration.  I don't know whether the
HC should take into consideration the cost of restoration if the developer
knew the age of the house and the fact that Mendon had a DDB.

I would suggest that in your posting for the meeting you indicate that
informed comments and opinions will be considered;  in writing by (a
convenient date,) or verbally at the meeting. 
It is also possible that a consultant could be retained with a background in
preservation. it may be late for this; is there a time constraint?

The Mendon Historical Commission is having a hearing to determine if a
building should be preferably preserved.  This hearing is a first for the
HC.  What criteria do other commissions use to determine if a building
should be preferably preserved?  Any advice will be appreciated.
