 In the City of Newton that provision is used to accept preservation restrictions.  Some Commissions have collections or funds that could accept monetary donations or artifacts.

According to the General Laws of Massachusetts, Chapter 40; Section 8D, the
Commission may acquire, in the name of the city or town by gift, purchase,
grant, bequest, devise, lease or otherwise the fee or lesser interest in
real or personal property of significant historical value and may manage
the same.

Dear Commissioners:
How do you interpret this section of Chapter 40?
Do you have to have your town or city officials approve of  this section?
Have you encountered this before?
How have you dealt with this in your city, if at all?
We intend to be transparent with our city council at every move since we
are a part of the municipality.
