I  think its accurate to say that most demolition delay local laws specify  
applicability to “buildings”. Does anyone also use the word  “structure”? 
 There seem to be two ways to use these terms on the local  level. Has 
anyone worked with both words in the same law? If so, are they  defined? Or not?
