David,
The house looks to be close enough to a train station that asking for a
variance on the 6 parking spots wouldn't be out of the question. The
proximity to the highway may carry a different reality for how the property
gets used.
I guess it greatly depends on the intended final use by the current owner.
At basically 225 years old, I'd be surprised if they owner didn't think
they might run into a simple "No you can't take that building down" from
someone in city hall!
