This hits the nail on the head, much more elaborately than I could have done.

I can, however, provide a recent example of approved new construction in 
one of our historic districts.  It is a mile-long street, including houses from the 
early 19th c. thru mid-20th c.  In this particular section of the street (the south 
end, close to Route 2/Belmont line, in the late 20s or early 30s were constructed 
some "stockbroker Tudor" houses.  One house had a particularly large lot (by
local standards) which was of course too tempting to the developer world.  
After a false start and a delay of some years the developer engaged a designer 
who brought in a fairly nice, modest sized house in that style.  After some tinkering 
and downsizing in the course of two or three hearings we approved the design, 
which will fit nicely into the context.
