Brookline's DD bylaw includes the following sentence:
"The Commission may from time to time adopt such rules and regulations as are necessary to administer the terms of this bylaw."
Any DD law should include something like it.
Additionally -- I'm not a lawyer but MGL40 section 8D, under which Historical Commissions are created, also includes this very broad language:
[the commission] may make and sign any agreements and may do and perform any and all acts which may be necessary or desirable to carry out the purposes of this section.
