John,
The CPA legislation still allows funding for any ""building, structure,
vessel real property, document or artifact that . . . . has been
determined by the local historic preservation commission to be significant
in the history, archeology, architecture or culture of a city or town.
" This flow chart prepared by the Community Preservation Coalition
describes the process of determining what historic preservation projects
are eligible. (Getting a listing on the state register is considered to be
preservation.)

Presumably your commission feels that the items to be inventoried are
worthy of listing and thus significant. Once you vote them significant,
they're eligible. Can you appeal the decision?
