Dartmouth's demo review bylaw says:
A building shall be considered to be demolished if more than twenty-
five percent (25%) of the front, back or side elevations are removed
or covered so as to substantially obliterate the original design.
Each elevation shall be calculated separately.
This does not carry design review, though the commission members
freely make comments about the appropriateness of changes when plans
are presented. It does allow us to be current with what is going on in
town. This does mean that we are forced to review changes from
shingles to vinyl siding, but they are generally approved. We also
require photographs with the application. This is part of the value
of the bylaw. It enables us to have photos of the building before
work is done, building up a reference archive, particularly important
when the building is to be destroyed.
