[MassHistPres] windows and stretch code

A few pieces of information.
As of 1 July 2014 the State now uses the IECC 2012 (The 2012 International
Energy Conservation Code). It covers both Commercial and Residential work
in all catagories: new construction, additions, and alterations and repairs.
I'm not sure how it will affect the towns that adopted the Stretch code for
as I understand it was the 2012 IECC when Mass was using the 2009 IECC.
There is not a provision to require any change to building assemblies or
the buildings unless someone is altering or changing the building. It
applies to work that is regulated by the Building Commissisoner in town.
