[MassHistPres] Query Regarding Community Preservation and Historic Funding

The City of Waltham is in the unique position of owning and directly managing the preservation and daily operations of Stonehurst, the Robert Treat Paine Estate.  The property is a National Landmark, reflecting the unique collaboration between HH Richardson, Frederick Olmstead, and Robert Treat Paine.

I have seen in recent threads, mention by some commissions, of utilizing community preservation funds for certain efforts that exceed their capabilities otherwise.  We would like to assess the current status of the property as a whole with recommendations for an order of next steps for preservation of the property, but I am under the impression that CPC funds cannot be allocated for master planning.

Does anyone have a sense of whether such an evaluative assessment to aid preservation is considered planning?  And overall, does anyone have any experience with such a matter or examples of CPC funded projects that are similar that they have undertaken?  We want to ensure that the steps we take to preserve the property are taken in the right order, pursued with the proper amount of funding, and undertaken with a clear understanding of where the property needs the most support.

Any recommendations would be of tremendous assistance.
