[MassHistPres] Does any town or city have design review before a district is created?

Does any town or city have a provision in its LHD or NCD  bylaw similar to that which one has under zoning — and which Cambridge has with respect to NCDs — that as soon as the article to create a proposed district has been published in the warrant, its review provisions become effective until such time as the district is created — or not?
