[MassHistPres] Picture Windows in Historic Districts

Our historic district is also the commercial center of our small town.  Most of the structures are houses re-purposed for retail, restaurants, etc. Therefore we get a lot of requests to install picture windows or other windows without panes.  Clearly all residential windows had panes prior to the mid 20th century.  Can you provide information on
-background on how your historic district has handled picture windows
-historic district guidelines regarding windows
-historic information on the use of windows without panes in houses
