[MassHistPres] Paying for Form Bs

When we receive an application for demolition of a pre-1900 building, the
first thing we do in Medford is pay a consultant to create a Form B for the
building. (We are a small all-volunteer commission without the time to do
it ourselves.) Do other communities request or even require the proponent
to pay for the Form B or any other documentation as part of the demo delay
review process? For those communities that do request/require the
proponent to pay, is that part of the ordinance, or just the established
practice?
