[MassHistPres] historical commission membership

Salem is also a combined historical and historic district commission.  We have 7 regular members and 2 alternates.  Alternates only vote if regular members are absent or recuse themselves from an application.   Typically, the alternate that has served longest gets to vote when there is only one spot left for voting, although this is not in any written procedures.

Hello all,

Has any Massachusetts city or town historical commission established under Mass General Law Chapter 40, section 8d, added voting by alternate members under provisions effective April 2, 2014. (The state's online site includes both the added text effective April 2, 2014 and also the older text prior to the addition.) This addition provides for instanced where there isn't a quorum of regular members for a vote. Has any Chapt. 40 sect. 8d commission
adopted or used this provision?
