[MassHistPres] Sirius XM Radio and Section 106

Our Commission regularly receives Section 106 "Invitation to Comment"
letters when wireless carriers (Verizon, T-Mobile, AT&T, etc.) desire to add
or replace telecommunication equipment on historic buildings or buildings
near other historic properties/districts. 
 
Sirius XM Radio petitioned our Zoning Board of Appeals "to modify its
existing wireless communication facility on the property located at....".
Their attorneys DID NOT send us a Section 106 'invitation to comment'
letter. Why? Is satellite radio somehow exempted from Section 106?
