[MassHistPres] question on historic districts

The Polish Heritage Local Historic District is coming up for a vote
tomorrow and there is a move afoot to take out the Mater Dolorosa Church

question:

 "if there is an amendment to remove a property from the historic district
prior to the district vote...
does the amendment pass by a majority vote  or does it have to have 2/3
vote of the city council? "
