Mike,
I think you are on the right track. We have amended our by-law in Town
Meeting several times without going the study committee route (except when
creating a new district or enlarging an old one, in which case we act as the
study committee). You might want to run it by Chris Skelly at MHC to see if
he has any different thoughts on the subject.
If you do go the Town Meeting route, be sure that the authorization to file
the article appears in your minutes - we got into a small problem - I think
now resolved - with the AG's office because such did not appear in the
minutes altho' I had filed the article at the request of the HDC.

Subject: [MassHistPres] Membership in an Historic District Commission
Appointments were recently made to the Uxbridge Historic District
Commission. The Uxbridge By-law merges parts of MGL 40C, Section 4 in a way
that is not workable as as it requires nominations from the local board of
realtors and American Institute of Architects local chapter. Neither exist!
My inclination is to go to Town Meeting and amend & simplify the
appointments process without organizing a study committee (which section 4
seems to suggest).
Does anyone have any experience doing this?
