Note that all town bylaws must be reviewed and approved by the AG before they come into effect. I know from experience that they sometimes disapprove clauses or sections of bylaws. (City ordinances are not subject to such review.) So any town LHD bylaw language that might seem at variance with MGL 40c has been vetted by the AG and presumably is OK.
