[MassHistPres] question regarding cpc funding for historic building

Greetings,
I am an individual from Harwich, Mass.

 Does anyone have a successful approach for getting funding from cpc for painting a town owned historic building in a historic district? 
Our CPC committee refuses requests based on the fact that the town has no business plan or possible other uses for the building.The building currently hosts the towns' mental health counselor who works with our youth . The committee considers painting as maintenance and the towns' responsibility. The building has been waiting for paint for over 5 years .
