[MassHistPres] Preservation and town owned property with lease

Hello,
    Does anyone have experience in dealing with a historic structure and restoration that involves a town owned building.
    Our town owns  a historic property unused for many years and little to no maintenance. As a grass roots organization we want to begin preservation efforts. The town has said they could work out a lease program with us.
   This might make it easier for us to begin but I am not certain.
    Does this have a negative effect for our chances for grants or loans? What else might I be missing?
