[MassHistPres] Holding public hearings

The MGL and our local By-law both require public hearings on applications for certificates of appropriateness, etc. Public hearings incur the expense of publishing notices and notifying abutters. The Uxbridge Town budget does not have a line to provide funds to the Historic District Commission.  Short of pleading with the Town Manager I would be inclined to assess a fee against applicants to cover the costs as is done by other Boards and Commissions. What are the experiences of other Historic District Commissions? Would promulgating a Commission Regulation to encompass application procedures and a fee structure be the way to go?
