Marcia:
Uxbridge added two additional roads to its list of "scenic" at the spring Town Meeting. We do not have a separate By-law and rely on the general wording of the MGL.
The MGL constrains removal of trees and stone walls along the road's right-of-way which would seem to impact only the activities of the DPW. A citizens'-group proponent of the spring action had hoped to use the designation to stop development along one of the roads but the designation will not have that effect under MGL.
Depending on your (Greenfield's) intent you might want to consider adopting a By-law that will better define things for you. Also, under the MGL, a citizens' group cannot petition to bring the action before Town Meeting but must get either the Board of Selectmen or the Historic Commission or the Conservation Commission to act as proponent.
