Ann: 
Yes, Bedford added "Landscaping" to it's HDC by-laws via Town Meeting vote and approval by the state legislature. Landscaping includes stone walls, fences, plans for new landscaping, tree planting and removal, large flower beds, black top on driveways, changing topography of land, to name a few.
