[MassHistPres] Historic commission and Town owned historic properties

Seeking information regarding a town owned Schoolhouse 1871 that has been vacant 25 years. We  are a local  community group that has formed a plan for preservation and use of the building for town benefit as a Maritime Museum .
I understand if a lease is involved it would go out for R.F.P.   Possibly the town could appropriate the use of the building to our Historic Commission and then our community group proceed with a committee to handle the operations and preservation project?
I would be most grateful for input as we work our way through this important aspect of preservation of a charming building .
