[MassHistPres] HIstoric Preservation Restrictions

Not sure why local historical society cannot hold PR if its board is willing.  It presumably is a private non-profit.  It may be closely linked in that same persons serve on its board as on town boards. But they must change hats when dealing with historical society issues or town government issues.
