In Southborough the Community Preservation Committee (CPC) is following opinion rendered by DOR in 2014, which states that the use of CPC funds for inventorying of properties, with no tangible end goal beyond listing on the State and National Register, doesn’t qualify as preservation and therefore is ineligible for CPC funds.
However, CPC has could apply admin. funds for such a project. Seems a rather narrow interpretation of what constitutes preservation but there we are.

I did not see the initial post to this thread. Who is questioning the use of CPA funds for a National Register nomination and on what basis?
My town is looking for CPA funds for a nomination and we referenced the Town of Dartmouth's project in support of our application.

We certainly did, but I don’t recall whether that was paid from CPC's administrative funds. Our completion and filing of Mass Form Bs was paid out of the admin budget because regular CPC funding was not allowed by our town attorney.
