[MassHistPres] Review for DCAMM lease on State Register property

Can someone help me sanity-check something?

First, I want to make sure my understanding of the 950 CMR process is 
correct; a lease is defined as a "license" in the procedure, and 
according to the procedure, a state agency must notify the MHC prior to 
"funding or licensing" of a project. This should apply to the state's 
Department of Capital Asset Management & Maintenance (DCAMM) entering 
into a lease for a property within a local historic district for a 
transitional correctional facility, shouldn't it?

Next, can I get opinions on whether the market effect of placing a 
correctional facility in a State Register property on neighboring State 
Register properties be considered an adverse impact (i.e. would 
potentially depress property values)? What about the construction of a 
six foot high security fence around the property (in a neighborhood 
where front-yard fencing is tightly controlled)?
