[MassHistPres] Demolition Delay Bylaw

Chris Skelley has been working up a master plan format for demo delay.  When Dartmouth enacted a demo delay, which we call Demolition Review,  we basically used the format of Mass Historical. It’s a good basic format. Demo Review has become the tail that wags the dog, because every meeting has a few requests for demolition.  However, though we have had some losses, we have had a couple of real saves, which makes it all worthwhile.  You can’t fight the new owner who will wait out the demo delay at all cost, but a few owners are willing to listen to alternatives.
