In Arlington, the Historic District Commissions may appoint associate members, without voting rights, for one-year terms.  We provided for this in our by-law (Title VII, Article 3.Section 4).  This has long since been approved by the Attorney General. I know this is not a precise answer to your question, which related to historical commissions, which are created by accepting a provision of the General Laws.

Does anyone know the procedure for having an Associate member (none voting) on the HC.  I cannot seem to find anything on the MHC website.
