[MassHistPres] CPC concerns and Finance committee

Greetings everyone,
   I am confused/concerned about the CPA process in my town. There are several areas of concern,  some of which we have discussed here. Most recently Our CPC recommended a project for an abandoned 1871 schoolhouse. The Board of selectmen also supported the project. The finance committee would not support, and maintained we had jumped ahead of the QUEUE??? I was wondering if other towns also go through the finance committee before town meeting. My understanding is that CPA was created because towns weren't spending money on the areas of Historic, Housing and Open Space.  By sending the CPC project to the finance committee does this not circumvent the spirit of the purpose?
