[MassHistPres] Question about waterfront facilities in a local historic district

The Westport Point Local Historic District is located at the end of a
peninsula into the Westport River.   Many of the properties at the lower
end of the peninsula have embankments, buttress walls and docks.

What is the experience of other Historic District Commission when dealing
with structures such as docks, piers, retaining walls, pilings, and
waterfront buildings built on filled land or over water?
