Dover only applies to MGL 40A (zoning).  

With respect to exterior appearance, including demolition, (but not use), it does not apply to MGL 40C (local historic districts).  But it would apply to Neighborhood Conservation Districts (NCDs) if enacted under 40A, as some are.

Again, because it is only a part of 40A, it does not apply to Demo Delay which is normally home rule based — nor to home rule based NCDs — nor, presumably, to other home rule based by-laws — such as a scenic road, tree, or stone wall law
