You imagine right. Concord will be proposing bylaws at Town Meeting this spring to: (1) institute a functional Demolition Review Bylaw and (2) establish a Floor-Area Ratio (FAR) formula for new construction. I expect one or both of the articles will engender significant discussion. We can only hope that the citizens who come to Town Meeting and vote are not all skewed toward the prevailing realtor/builder/developer point of view that any limitations are bad.
So – the other answer to your question is that we have not YET developed a method for handling secondary growth but are working hard to do so. Wish us luck April 4-5!

Does anyone know of municipalities that have successfully developed a method for handling secondary growth (i.e., there is no more undeveloped land available and all subsequent development is through redevelopment of properties)?
I imagine that any such method would incorporate a demolition review process as well as tight controls on new construction through local zoning regulations and construction review panels (separate from local historic district commissions).
This could include towns and cities in Massachusetts or nationwide, preferably in affluent regions where demand for land is high.
