Ipswich has been issuing the Mary P. Conley award for many years.
You might want to check their criteria.

The Littleton Historical Commission would like to institute a historic preservation award to be given to property owners.  Could other commissions with such awards give us some help with: 1) Criteria you use to determine winners; 2) Application/nomination process.
