[MassHistPres] Dept of interior guidelines and paint analysis

Greetings.
     Seeking some clarification. Our town is doing work on it's library. They are claiming it is a requirement of the Dept. of Interior guidelines that paint analysis be done . I have not read this in the guidelines or I have missed it. At a cost of $6,000 we should at least know the truth of the guidelines.
Can anyone help me here?
