[MassHistPres] Establishing a quick-action fund with annual CPC request?

Dear Ms. Caras:
The Town of Amherst Historical Commission pursues a two-step process.
First, the Historical Commission periodically makes CPA $ requests for a 'due diligence' fund--usually maintained at around $10,000--to pay for property surveys, title searches, historical research or studies, historic structures reports, preliminary archeological surveys, and any other actions that are essential prerequisites to the physical preservation or acquisition of historic structures or properties.
The Commission then makes a second, separate CPA $ for the capital improvement and/or purchase of historic properties or resources (or interests in such properties, such as historic preservation restrictions).
I hope that's useful.

Subject: [MassHistPres] Establishing a quick-action fund with annual CPC request?
The Maynard Historical Commission is investigating the possibility of creating a fund that could be drawn upon for acquisition, restoration, etc., of historical items/ properties when quick action is needed (i.e., not during the annual CPC grant application period). This would be funded by an annual grant application that was not specific to a particular project. Does anyone have experience with such a funding mechanism? -Lee Caras, Clerk, Maynard Historical Commission
