Richard,

Most towns don't draft documents such as the one you are contemplating so
that they won't have a barrage of window replacements. All originals
windows can be repaired and/or rebuilt, some will require minor work and
others would need the replication of wood parts to be rebuilt and retained.

Once you take a specific house into the cycle of replacement windows, it's
not only a repetitive cycle with that house, you've opened the door for a
whole historic district to make the statement "my neighbor replaced their
windows, why not me?"

1) The majority of the time a decent painter can repair a window.
2) A local handyman (person) service can usually do the work.
3) A Google search of hardware stores and paint I found the following:

They couldn't recommend anyone to solely do window repair (although there
is a gentleman in Marblehead...) they can give you a very long list of
painters that could be culled down (BY A HOMEOWNER) to ones willing to do
window repairs and painting.

Hardware yielded multiple Ace Hardware stores (in addition to big box
stores...) that are in the Swampscott, Salem, Lynn, Marblehead and Revere
areas.

If someone is willing to get three prices for something that will need to
be replaced again in 10 years (or less) I'd say it's a wise idea to put in
a document that they will need to do some research and talk to people in
hardware stores and paint suppliers etc and get some unbiased information
on who can do the alternate repairs and price that out too. A good storm
window and a little TLC will save money in the short term and far down the
road. I'll be there a treasure trove of information through NPS and some
window groups (The Window Alliance? Do I have the name correct???) that can
comment on financial savings.
