[MassHistPres] Demolition definitions (Roughan, Michael)

If a developer is seeking tax credits from the National Park Service for historic rehabilitations; they must provide documentary justification of structural issues from a qualified engineer or architect in order to demolish all or part of an historic building. Perhaps this is an approach that the Town of Hopkinton could apply with developers.

The town of Hopkinton has been besieged by Buildings/Developers that have purchased existing homes predetermined to be historically relevant and proceeded to remove major sections of the structure under the premise of structural integrity rather than submit to our Demolition Delay bylaw. Several of these properties now bear no resemblance to the original structure and in all cases are larger in scale and proportion than the existing structure.

This has led to a discussion between our Building Inspectional Services, Town Counsel and the Historical Commission regarding the definition of "Demolition".
Are there any communities that have a comprehensive definition of demolition?

Any advice about how to deal with this issue is welcomed.

?Hello,? ? ?I was hoping someone might have knowledge of a way for a private group to purchase a Historic building that is currently abandoned and owned by the town. ?( still trying to save the hold schoolhouse)? The town has suggested they would sell the building. However my understanding of municpal?guidelines is that the building would have to go to an RFP and under sealed bids others with more money might buy the building and may not be interested in keeping the historic structure.Is there a way to do this working with the town directly? ?any suggestions welcomed.
