At one time there were, and there still may be, limits on the length of a lease that a town can enter into with a non-profit as well as a requirement for an RFP.
In 1994 Brookline entered into a 20 year lease with preservation covenants, after an RFP, with a non-profit that wanted that lease length to justify making a substantial investment in the building. As I recall, that required state (I think legislature) approval because of the length. When the lease came up for renewal, Town Counsel indicated that another RFP was not required because of some 2009 state legislation. However, that may have been because it was a lease renewal and not a new lease.
This would seem to be a question for Town Counsel based on the specifics. Personally, I would not make assumptions
