[MassHistPres] Historical Preservation Planning Process

The town of Hopkinton is using a matching MHC grant to do a preliminary historic property survey. We have chosen an area of town contiguous with our current downtown historic district to survey. This area is subject to intense pressure for redevelopment, particularly tear down and replacement.
While not a comprehensive town historic plan, we believe it is important, as a first step, to inventory our assets. We hope to subsequently develop a holistic preservation plan that combines regulatory oversight (Demo delay) with proactive zoning relief provisions for retention of historic structures on properties subject to be further developed.
In addition to designation of specific historic districts, we would be curious as to how other towns promote historic preservation.

I would love to hear from any town that has engaged in community-wide preservation planning, and especially about the development of public-private partnerships as part of that planning process. How long did it take? What kind of partnerships were you able to develop? Do you have recommendations to make for other towns?
I am working with one specific town, but I’d also love to develop some resources for the Mass History Alliance website.
Thank you very much,
