[MassHistPres] "Inhabitants of the Town "

Hello,

Can anyone clarify the use of "Town" vs. "Inhabitants of the Town".  

 

If  something is given to or accepted by the Inhabitants of the Town  does
it mean the same thing as "Town'". Does Town refer to only the governing
body of the town of ..??

 

Our town attorney is not able to locate any laws or documentation that
clearly states they are interchangeable or different.
