Hi, In Rochester we receive a packet from the Planning Board for all developments with copy of the application and set of plans. We then research the piece of land and develop a timeline of the history, noting significant people, buildings or natural elements that are or have been there. We then reply in writing with our findings. The Planning Board then uses our info in their findings. Sometimes it works, like Devil’s Footprint Rock that is sitting in the middle of a solar field, so when the thing is decommissioned in 20 years, the rock that is mentioned in all histories of Old Rochester will have survived. Or our information about unknown locations of burial of our oldest cemetery combined with a know archeological site in Rochester Center, helped keep a solar farm out of the center of town. Other times, no matter what we write or say in public meetings can’t stop some development if there is no town bylaws specifically addressing what is proposed.
Our HC used to do this when first formed in the 90’s then changes in town administrator and town planner as well as changes in the HC stopped the process. But we recently in the last two years, petitioned to be involved in the process and succeeded to have our information included. Most owners are thrilled to have information about what was there before them and most work is historically ok for us. We let the HD have more say in their area, but most of Rochester is very rural so we see a set or two every couple of months.
