Brian, MGL Chapter 40C - The Historic Districts Act includes single-building local historic districts.
>From MGL Chapter 40C-Section 3 -
"The buildings, structures or sites to be included in the proposed historic district may consist of one or more parcels or lots of land, or one or more buildings or structures on one or more parcels or lots of land."
To protect historic properties, I would recommend the single building local historic district approach over a landmark bylaw.
