In Swampscott, we have allowed solar panel that are basically on the roof
plane, and that is in the bylaw for the LHD. We did this in part on the
basis that the panels are a reversible change, not unlike storm windows, and
could be removed in the future without impacting the historic resource.
What we have realized, though, is that the appurtenances of the solar
panels- conduit, meters, junction boxes, etc. can be very obtrusive,
depending on the care with which they are installed. While we haven't seen
any recent applications for PV systems, we do plan to take oversight of how
those items are located.

Although I am told that in the 1970's when our local historic district was
first established and solar panels were just coming out there was discussion
by the members of the HDC about whether they would be allowed within the
district. However we have never received an application and have no agreed
upon policy. That is about to change and I am looking for how other
preservation groups have dealt with solar panels. Any input would be very
appreciated. Thank you
