[MassHistPres] Proposed Rule Changes National Register of Historic Places

This proposed revision can not happen.
In Harwich we have a grass roots effort underway and ready to submit for a National Register district with 23+  Sea Captains’ homes. The only people who don’t want this are developers who don’t live here. The preservation tool box is less stocked than other players in the field. Taking away the voice of the grass roots groups is tragic and will result in the loss of important historic assets that might otherwise have been saved.  I commented and hope others will too.

Several of the proposed rule changes go well beyond the intention of the NHPA.  The proposed rule would give federal agencies sole authority to identify or nominate historic properties on federal lands.  This would contradict current rules, under which State Historic Preservation Officers are required to weigh in on National Register nominations by federal agencies, and where SHPOs as well as communities can pursue nominations that include federal properties.
