[MassHistPres] Proposed Rule Changes National Register of Historic Places

I second this sentiment and also encourage folks to reach out to 
environmental and climate change organizations.  The primary 
beneficiaries of the proposed rule changes would seem to be the oil, 
gas, mining and timber industries.
