In Swampscott, replacement of materials in kind and to the same design is
considered maintenance and eligible for a Certificate of Non-Applicability.
The exceptions are disallowed materials like vinyl siding and windows. We do
not claim jurisdiction over asphalt shingle color, though we have been
discussing the visual impact of the so-called Hi Def shingle colorways.

Salem allows administrative approval without the need to go to the full
commission for most Certificates of Non-applicability.  If the Clerk deems
that the application is indeed non-applicable, the Clerk will forward the
application to the Commission members via email.  They have 24 hours to
object to the issuance of the certificate.  If any one member objects, it
will be put on the next agenda. If there are no objections, the Clerk will
issue the certificate. The Clerk  can also do an expedited approval for a
Certificate of Appropriateness for the change of an asphalt roof from any
color to black or charcoal gray utilizing the above procedure.

Good afternoon

The town of Chatham Historical Commission is considering the implementation
of an administrative approval process for modifications that are bordering
on the need for review by the full Commission.  I am wondering if anyone has
a process similar to this in place and would share their thoughts.  We also
do not have a formal process for amendments to a prior determination and/or
plans.  I would also welcome any information about how other towns handle
this situation.
