As seems to have been the case here, local commissions are not always aware of all existing MHC or CPA grant related restrictions on properties, some of which may date back decades, pre-dating all current members. A list should be kept and they should be noted in the building department's permitting database, if it has one.
Even before-the current database system, Brookline's Building Department checked a map of buildings in local districts. After a case of an un-noted restriction, the handful of buildings with restrictions were added to it.
