[MassHistPres] demolition and 'partial demolition'

In Brookline the Commission has worked with the building commissioner and town counsel and has developed both carefully considered wording in the by-law See posting in late November) and some guidelines with illustrative diagrams.  When measuring is involved, it is done by the building department on the submitted permits drawings.  Generally it seems to be working.
