[MassHistPres] rules for handling nonapplicability

Hi everyone, once again West Tisbury HDC needs your help. We want to change
> our rules and regulations so that owners are able to be granted certs of
> non applicability for maintenance that involves no changes in design or
> materials in a more efficient way. Presently we have to post a meeting,
